The Importance of Organizational Values in Public Administration: a Case Study Based on the Workers’ of a Higher Education Institution Perception

The major restructuring witnessed in recent years in the public sector seems to be the result of a breakdown in the consensus regarding the role of the State in contemporary societies. At the same time, governance paradigms have also undergone changes and the difference between the governance paradigm that characterizes current governance models and the rigid and hierarchical structures of the bureaucratic paradigm is now obvious. Organizational values and organizational culture are today key factors for public administration to implement strategies aimed at improving its performance to fulfill its mission. This study aims to analyze the perceptions of workers in the Administration of the University of Coímbra (UC) regarding the importance of organizational values. A questionnaire was given to 178 workers of the Administration of the UC. The findings allow us to conclude that there is a significant difference in perceptions regarding organizational values between the public sector and the private sector.
