Evolution of the Results-Based Budgeting in Mexico, 2004-2012: Transfer and Implementation of a Public Policy

In recent years the Mexican government has taken important steps to institutionalize the monitoring and evaluation activities that were infrequent or not systematized in the past. The integration of performance management and budgetary process in Mexico has been strongly inspired by the Chilean government experience. 

In this paper, we analyze the challenges of lesson-drawing from other jurisdictions to the specific context of Mexican public sector. It is also discussed the main strengths and weaknesses of the implementation process of results-based budgeting. The article finally looks at the context in which such developments have occurred and the challenges facing the consolidation of the whole system.
