From the Power of Ideas to the Ideas in Power: Educational Research and the Design of School Agenda in the First Transition Government in Chile

The research proposed in this paper aims at understanding the articulation between the production phenomena and the institutionalisation of knowledge. This is done by analysing the political agenda of school education in Chile along with the contextual analysis of democratic transition. Conceptual instruments are those of public policies seen from the viewpoint of the policy makers. It is well known that public policy issues do not arise automatically, but need to be interpreted and defined.

This paper focuses on how educational research affects the definition of education as a public issue and on policy-making in the school educational agenda under President Patricio Aylwin (1990-1994).

The process of making a public agenda has been well structured and defined. It has been undertaken by a group of intellectuals from consolidated centres such as PIIE and CIDE in particular for almost two decades. After overcoming past categories, based on their own research and the traumatic experience of the military regime, social researchers have defined the problems and the solutions in the school educational system in generally common terms. In less than two decades, they have been claimants, producers, holders, and executors of the new educational public policies.

The impact of educational research is a result of two major factors. Firstly, the ability of social researchers to translate into political proposals the results of a mixture of past thinking categories, present experience and future challenges. In their work, they have managed to answer the trends of a world that has tried to merge economic growth, social equity and political democracy. The second reason is the knowledge incarnated in political decision-makers, who came to occupy highly responsible governmental positions.
