Call for Proposals: 11h Public Management Research Association Conference

The Public Management Research Association (PMRA) is a nonprofit academic membership association that furthers research on public organizations and those institutions they interact with, including nonprofit and for-profit organizations. The PMRA grew out of the bi-annual series of public management research conferences and has attracted a growing membership base (to learn more about PMRA visit http://www.pmranet.org). In addition, the PMRA now owns the Journal of Public Administration Research and Theory (JPART), one of the field’s premier journals. Both PMRA and JPART emphasize the linkages between the study of public institutions and their management and the study of public policy. One of the goals of the PMRA and JPART is to foster multidisciplinary research from a variety of fields on government and governance. The organization supports the development of empirical and normative inquiry, theory building and systematic testing of theory consistent with the canons of social science, using the full range of quantitative and qualitative methods. The conferences have become increasingly popular and the competition for participation has become more intense. Given this rise in demand, the 2011 conference will have facilities that can accommodate a greater number of panels and papers. The Maxwell School at Syracuse University hosted the first of the PMRA research conferences and now twenty years later will serve as the host for the 11th bi-annual conference, the foremost gathering of leading public management scholars in the US and around the world.

In the multi-disciplinary and multi-method spirit of PMRA and JPART, the program committee for the 11th bi-annual conference welcomes proposals that feature high quality conceptual, qualitative or quantitative research. Empirical proposals will be evaluated based on the significance and quality of the research question, research design, methods, data, findings, and implications for theory and practice. The program committee also welcomes conceptual proposals without qualitative or quantitative empirical components. Conceptual proposals should develop a theory or theoretical framework that provides insight into a compelling research question or subject of study in public management, identify foundational assumptions and key concepts, develop an internally consistent logic or model of causation, and result in specific propositions or testable hypotheses. The program committee welcomes proposals for either empirical or conceptual papers that focus on new areas of research or evaluations of existing streams of research. Proposals from individuals at all stages of their career are welcome.

In addition to individual paper proposals, the program committee encourages the submission of complete panels consisting of no more than four papers. Panel submissions should bring together complementary papers that tackle compelling research questions or subjects of study in public management. Panel proposals should provide information on the overall theme of the panel and indicate how each of the proposed papers connects to the panel’s theme. Each of the papers in the panel will be evaluated separately on whether it meets the criteria for individual paper submissions. The program committee may drop or add papers to proposed panels.

Finally, a poster session targeted at the work of doctoral students will also be available. Doctoral students can submit their paper proposals for consideration on a conference panel or for the poster session. Only doctoral student papers will be considered for the poster session. If a doctoral student submits their paper to be considered for a conference panel and it is rejected, those papers will also be considered for the poster session. The site hosts and facilities can accommodate approximately 15-20 doctoral student poster sessions. A $1000 cash prize will be offered to the best poster session and a $500 for the second place session. An awards committee will be organized and publish separately criteria for the award evaluation. These will be made available to all doctoral students who have a paper accepted for the poster session presentation.

All paper proposals should be no more than 400 words. The conference website will allow authors to separately enter their name(s), institutional affiliation, contact information and email address, and paper title. Each author will be able to submit a 400 word abstract for their research proposal which include the criteria for consideration mentioned above. Submissions missing this information will not be considered for acceptance. Participants will be able to choose to submit a paper, panel, or poster. If submitting a panel, additional space will be provided to include contact information for the panel organizer and for each of the individual panel participants.

A person may submit no more than two proposals (including both single-authored and co-authored papers). Individuals will be limited to two acceptances (at least one of which must be multi-authored) and only one opportunity to present research at the conference.
