Call for Papers. First Franco - U. S. Dialogue on Public Administration

The Rutgers University-Newark School of Public Affairs and Administration (SPAA) and the Institut de la Gestion Publique et du Développement Economique (IGPDE) in France signed a Memorandum of Understanding to conduct a bi-annual Dialogue for academicians and practitioners in the United States, France, and other Western European countries to discuss major issues in public administration. The goal is to present a specific area for consideration at each Dialogue, from both the perspectives of academics and practitioners, and to have an active transatlantic exchange of ideas and practices.

The subject of the first Franco – U. S. Dialogue on Public Administration will be Performance Measurement and Performance Management in the Public Sector. Both performance measurement and performance management have become important issues over the last twenty years, and these concepts have different meanings in different cultures and different contexts, including their affects on institutions, organizations, processes, and finance. International comparisons of how these issues are thought of and practiced does not mean an intention to develop a “one size fits all” best practices and a universal model, but rather learning and exchanging ideas and expertise. In this twenty-year period, practitioners have accumulated a considerable amount of experience, and researchers have produced new knowledge that may be integrated in an epistemic framework of public administration.

The topics for this first Dialogue are:

Performance Measurement

  • What is public performance and how is it measured?

  • What are appropriate metrics?

  • How can we build better indicators?

  • What are the criteria of a relevant indicator?

  • Do we have a valid toolkit to measure (and monitor) performance?

These topics welcome experience on the use and misuse of indicators in the context of implementation of managing for results experiences, either in the GPRA or the LOLF (French) framework.

Performance Management

  • How is performance measurement linked to performance management?

  • How is performance measurement information produced?

  • What is new in managing for performance given the extensive use of computer and information systems?

  • How can we design an effective performance management policy that delivers the expected results?

  • How is performance management related to performance budgeting and strategic planning?

  • How can we relate causes and effects?

These topics welcome experience in the planning and implementation of performance management systems. Papers for submission can be empirical, methodological, theoretical, or application based. They must be double spaced, with a maximum of 25 pages.

The format of the Dialogue is workshops, each with four presenters, two practitioners and two academics, two Americans and two French.

The event will take place at the Ministère de l’Economie de l’Industrie et de l’Emploi in Paris.
