Call for papers. 12th International Symposium on Public Sector Management: Entrepreneurship in the Public Sector

One key element of public sector reforms worldwide has been strengthening the entrepreneurial way of public service delivery. Agencyfication, devolution, public-private partnerships and privatization may serve as examples. Entrepreneurship is seen by the promoters of this idea as an appropriate way of introducing entrepreneurial spirit and innovations for enhancing the impact of public policies and increasing the efficiency of governments and public administrations. Connected with this effectiveness and efficiency drive is the expectation that the entrepreneurial mode of public service deliveries transforms public sector entities into more flexible entities which are more responsive to their constituencies? (and taxpayers?) needs.

We are inviting empirical, quantitative, theoretical, and qualitative papers focusing on the conference topic "Entrepreneurship in the Public Sector.: Sub-topics include:

  • National and international comparative studies on entrepreneurship in the public sector
  • Entrepreneurship in Public Service Networks
  • Performance of entrepreneurial solutions of public service delivery
  • Public enterprises instead of state and municipal administrations?
  • Outcome and impact of entrepreneurial modes on public policies
  • Human Resource Management and Public Service Motivation in entrepreneurial public sector agencies
  • Entrepreneurial solutions as an innovation-driver?
  • Accounting and accountability of entrepreneurial public sector entities
  • Role of the citizens in an enterprising public sector
  • Open innovation and entrepreneurship in the public sector
  • Re-inventing Weber as the better solution?
  • Social enterprises as the non-profit sector response to an enterprising public sector?

Please submit your abstract (max. two pages) by February 1, 2012 to peter.eichhorn@srh-hochschule-berlin.de. The abstract should include the title of the paper, the line of arguments of the paper, the research questions and the research method of your contribution, and ? if applicable ? a short description of the empirical results. Please give the name, affiliation, and contact information of the author(s) on an additional page. Notes of acceptance will be sent out by March 1, 2012 and the authors of the accepted papers are requested to submit the full paper by June 1, 2012.

It is envisaged that the conference contributions will be published in 2012.

The Conference venue will be the SRH Hochschule Berlin, Ernst-Reuter-Platz 10, D-10587 Berlin, Tel.: +49 30 92253545 ? Fax: + 49 30 92233555. The conference fee is 60 Euros.

A sightseeing program (at an extra charge) will be organized on the following days for participants and their partners:

June 23, 2012: Sightseeing and Welcome Dinner

June 24, 2012: Sightseeing tour in Potsdam with a visit of the palace of Sanssouci

June 26, 2012: in the late afternoon transfer to a holiday resort at the Baltic Sea

Hotel information will be provided in due course.

 

Author Guidelines for the full papers:

The papers must follow the ZöGU-Style (Journal for public and nonprofit services)

  • Continue text without hyphenation
  • Fond: Times New Roman; font size: 13; footnote size: 10;
  • Accentuations: italic;
  • Numerations (bullet points): with dashes
  • Abbreviations like e. g.: with special spaces (Ctrl+ Shift + Space Key)
  • No Spaces between paragraphs
  • A maximum of 15 to 20 pages in paper format A4 (incl. short abstract, key words and bibliography)
  • Illustrations and tables should be framed, named and numbered
  • Quotations: Harvard style (without ?see?, ?cf.? etc.)
