Call for Papers of the EGPA Study Group on Regional and Local Government "Regional and Local Governments Territorially Challenged"

The growth of elected regional or meso-level government has raised new challenges for local government. Local governments have struggled, in some cases, to resist the encroachments of regional governments while, in other cases, local governments have accommodated themselves to regional governments which have proved more flexible partners than central governments. At the same time in some countries regional governments have struggled to define a role, caught as they are within otherwise unreformed and long-standing systems of decentralised government. Furthermore both regional and local governments have had to respond to the search by central or federal governments for new ways of organising the relationships, such as imposing performance management approaches to regulate relationships, when the traditional hierarchical approaches generate too much resistance.

Accordingly, for its first meeting the new EGPA Study Group on Regional and Local Government invites papers which tackle issues arising from:

  •  the relationships between regional and local governments;
  • the changing management structures and processes of regional and/or local governments;
  • the political and bureaucratic imperatives behind those reorganizations;
  • the tensions between those imperatives and citizens’ attachment to place and
  • the impact of the changing financial climate on these relationships.
