After the global financial crisis, one notable trend is a shift in the paradigm of public policy to fairness. A fair society should be more than one in which nobody is above the law and all play by the same rules. It should be more than a society concerned mainly with efficiency and equity. Besides equitable and just, ‘fair’ also means adequate, reasonable, and clean. The premise underlying this conference theme is that fair public policy should reflect all of these qualities. Globalization also requires fairness for collaborative global governance. All together, we are facing a big challenge that calls for a broader and future-oriented paradigm in our pursuit of public policy that aims for efficiency, equity, and more.

The purpose of the conference is to bring together scholars, practitioners, and students from a wide range of public policy fields to discuss theoretical and practical issues of fairness in public policy. Both in process and in outcome, what does a fair policy mean and how can it be achieved? We hope to carry out a discourse on fairness and public policy from various perspectives. This conference invites you to send your papers under three sub-themes:

1. Disclosure of Fairness in Public Policy

a. Agenda Setting b. Policy Making

c. Policy Implementation d. Policy Evaluation

3. Diverse Practices of Fair Public Policy

a. Development Policy: Regional Development Policy, Environmental Policy, etc.

b. Social Policy: Welfare Policy, Health Policy, Education Policy, etc.

c. Economic Policy: Fiscal Policy, Tax Policy, Trade Policy etc.

d. Regulatory Policy: Employment Policy, Industrial Policy, National Security, etc.

e. Fair Society and Fair Governance
