The forum that CAFRAD (African Training and Research Centre in Administration for Development) and its partners will organize, addresses these various topics. It will be mainly about examining all these themes through the following key components:

(1) Why control and evaluation are imperative for all the State institutions and the public policies of the government: a) effective implementing the government's action, (b) satisfying the needs of populations and (c) improving the efficiency and performance of services and state institutions? It is about examining the basis of audit, control and inspection;

(2) Why control and evaluation are difficult and what problems are being faced to successfully achieve the objectives of these institutions?

(3) How to conduct efficiently and without hindrance the process of audit, inspection and control? What strategies should be adopted to successfully conduct control?

(4) How to make the institutions of control and evaluation instruments to fight injustice, inequality, waste, mismanagement, corruption and impunity, and establish the system of accountability, democracy, freedom and participation of all?

(5) How to evaluate the effectiveness of government’s action and the social and economic performances? Who are entitled to control and evaluate government’s action and policies? What role can control institutions play at this level?

(6) What missions and what capabilities to be conferred to control institutions so that they fulfill efficiently their missions? How to expand their missions and their areas of intervention to the evolving needs in their domain?

In the context of this forum, audit institutions include all services and state institutions that are responsible for carrying out audit, control and evaluation actions. By state institutions, we mean all utilities, agencies and State offices, governmental bodies, State companies, etc. It is in fact about any state structure that contributes to social welfare and development of countries whose leaders are appointed or elected and that, at all levels of the country. By social and economic policies, we mean the performance of the State or the government in matters regarding economic development and the improvement of living conditions of populations.


The main objective of the forum is to bring together the heads of departments and institutions of audit, control, inspection and evaluation of various African countries in order to discuss new challenges in achieving their missions and appropriate strategies to be considered to succeed in their duties and also improve their performance.

The specific objectives are as follows:

-Exchange knowledge, experiences and practices in the area of audit, evaluation and control of state institutions, and social and economic policies;

- Examine challenges and obstacles to the effective accomplishment of their missions;

- Examine trends, innovations and new approaches in these areas;

- Strengthen the capacity and skills of participants in order to better cope with the challenges of their responsibilities;

- Formulate innovative and participatory strategies and approaches aiming at strengthening the action of audit, control and inspection institutions;

- Reinforce partnership and collaboration between these various services and

institutions for a better performance.

Content of the programme:

The forum will address the following topics:

1. Basic principles and foundations of control, audit, inspection and evaluation of services, institutions, social and economic policies: why the control and what institutions to be involved?

2. Role and place of audit, control, inspection and evaluation institutions: updating, adjustment, extension and clarification of their missions and their interventions.

3. Role and place of Social and Economic Council on the evaluation of economic and social policies of the government;

4. Reinforcing the capacity of audit institutions through voluntary peer review.

5. Adoption of performance and results based audit, control, inspection and evaluation.

6. Use of information and communication technology in the audit, control, inspection and evaluation.

7. Democratization of audit, control, inspection and evaluation.

8. Public, private, civil society and populations’ partnership in audit, control, evaluation and inspection.


The forum is organized for heads (or their deputies) of institutions in charge of audit, control, inspection and evaluation of public and state institutions. It involves primarily the following:

Auditors General, their deputies and their immediate associates;

Chairs of National Economic and Social Council;

Inspectors General of Finance and State Services;

Financial controllers and of other State institutions;

State officials with similar roles;

Partners of national and international institutions working in this field.

Resource persons:

The persons who will facilitate the forum will be experts endowed with extensive experience in the field of audit, control, inspection and evaluation. Their role will consist in introducing the topics to be discussed, leading discussions and participating in all the debates.

They will also help in the formulation of recommendations and conclusions of the forum.

Expected results:

The forum is part of a leadership capacity building programme. It is therefore expected that the forum further strengthens the capacity of officials of institutions in charge of audit, control, inspection and evaluation of services, resources and state institutions. It is also expected that this meeting will allow participants to improve their working methods and to achieve the desired results. Through this forum, it is also expected that these institutions further reinforce their effectiveness and be equal to their new missions that are constantly evolving. The proceedings of the forum will be published and disseminated through different institutions and countries in Africa.


The forum will be conducted in an active and participatory manner. There will be constant interaction between resource persons and participants so as to better address the content of each subject of the programme. After the introduction of topics by resource persons, participants will be asked for comments, suggestions and possible questions. The forum will take place in plenary sessions and in small groups.
