RCOCI, as the co-organizer of 2014 Global City Informatization Forum, is collecting excellent cases on Smart City in the global scope. We hope that you can offer outstanding cases of your country or city on that area for the Committee, and we’ll award the winners during 2014 Global City Informatization Forum which will be held in Shanghai, China in November.

Call for 2014 Top Ten Global Smart City Outstanding Cases

To promote the cooperation and communication about smart city among the international society, the Organizing Committee of Global City Informatization Forum (GCIF) launches the activity to select “2014 Top Ten Global Smart City Outstanding Cases”, which is co-organized by Shanghai Academy of Social Sciences, Shanghai Smart City Construction Promotion Center, and the website www.people.com.cn

This activity now begins to call for application, with the aim of praising and encouraging the practices that are beneficial to people, and play a leading innovative role in smart city building.

Please send the application materials to the Organizing Committee no later than Sept. 25, 2014.

Evaluation Process

Background and Significance

Global City Informatization Forum (GCIF) was formerly the Annual Forum on City Informatization in the Asia-Pacific Region (CIAPR), which was initiated by the Shanghai Municipal Government and the United Nations Department of Economic and Social Affairs (UNDESA), in response to the call for bridging the digital divide of the United Nations Millennium Summit and the ECOSOC Ministerial Declaration, and was changed to Global City Informatization Forum in 2010. It is co-sponsored by the United Nations Development Programme (UNDP), the United Nations Industrial Development Organization (UNIDO), the International Telecommunication Union (ITU), the United Nations Institute for Training and Research (UNITAR), Chinese government (the Ministry of Industry and Information Technology, the Ministry of Commerce), and the Chinese Academy of Sciences, etc.

The mission of the Forum is to provide a platform for government leaders, decision-makers and policy developers to exchange visions, policies and strategies, technologies and products, practices and experiences on ICT application and development, so as to enhance the mutual understanding and cooperation for economic and social development among the participating cities or regions, and to narrow the gap among the cities or regions in terms of ICT application and availability of information for the citizens.

The Organizing Committee of GCIF will follow the principle of “Openness, Justice and Fairness” to evaluate all the application materials and hold the award ceremony during 2014 Global City Informatization Forum in Shanghai, China.

Awarding Time

The award ceremony will be held during 2014 Global City Informatization Forum in November 4-6.

Requirements of Evaluation

The selection of smart city outstanding cases should be based on understanding the uniqueness of cities and its existing smart application. The cases should highlight creativity, leadship, applicability, and should be closely related to the urban sustainable development and the core needs of people's livelihood; it could also be combined with advanced technology, and advanced urban management service concept.

Scope of Evaluation

The scope of evaluation covers the following topics:

Infrastructure construction.

Smart living (including smart transportation, smart public health, smart education, smart pension, smart culture, smart tourism, smart weather etc.).

Smart economy (including smart business, smart shipping, Internet finance, intelligent manufacturing, smart enterprises etc.).

Smart environment (including informatization of city's integrated management, environmental protection, intelligent urban lifeline, food safety management informatization, public safety informatization etc.).

Smart governance (including e-government integration, government public data resources, optimization of public service channels, upgrading of e-government network service level, public credit service platform etc.).

Smart community.

Smart park.

Smart CBD.

Smart village.

And other smart areas.
